Description
Looking like an amalgam of terrestrial hippopotamus and elephant, the Y'huv is the largest known sentient space-faring race. Standing upon four thick legs, a Y'huvian has two elephantine-like trunks, the ends of which serve as manipulators thanks to strong, muscular 'lips'. Inherently communal in nature, the race became even more so as their planetary environment became less hospitable. By the time space flight was achieved the entire planet was organized as one enormous commune. Creative and curious, the Y'huv had scarcely begun exploring when the Fendalen Kingdom paid them a visit.
A year into the war between the Fendalens and CPS saw a Fendalen survey group enter the Y'huvian's only open warp point. Not wanting to add to their problems, the Fendalens decided to have a trade and military treaty with the Y'huv instead of conquering them outright. It was another victory for the diplomatic corps as they got the Y'huv to agree and sign in record time.
To enhance the value of their new ally, the Fendalens established an R&D assistance outpost on the Y'huv homeworld. Militarily, there wasn't anything they could do for quite some time. In the matters of rear-area transport, however, the Y'huv were quite capable. With a fleet of freighters that were little better than mobile warehouses, the Y'huv freed up Fendalen freighters for service in the various fleet trains.
Overall, the race got along well with the other races in the Kingdom, especially the Venda. It was the Dran, and their capitalistic system, that the Y'huv didn't like. In one instance the Y'huv escorts  in one convoy opened fired on their Dran opposite number. Due to that incident the Fendalens went to great lengths keeping the two races apart, intent on keeping the harmony. The Dran had the harder time of it, unable to fathom a race that didn't have some form of market-driven economy.
At the end of the CPS/Fendalen War the Y'huv had expanded into a five-system polity, forming a common border with the Fendalen Kingdom and the former Uhlan Commonwealth. Relations between the Kingdom and the Commune remained cordial, never falling but neither rising. Even after the Pulurtan War the Commune kept to its trade and military pact with the Kingdom, determined to maintain its communal integrity. With a lack of open warp points to explore, the Y'huv settled for what they had in the way of systems and became a peaceful 'good neighbor' within the confines of the Kingdom's territory.

The Commune Defense Corps (CDC)
As the name implies, the CDC is a purely defensive force. Given its location within the Kingdom, the Y'huv had little to fear from the fighting spilling over into their system (save the possibility of a closed warp point, of course). Gradually, with the technical assistance of the Fendalens, the CDC focused on OWP development. Only later did they began building CL-sized warships both for home system protection and to provide escort for their convoys.
Due to their large size, the Y'huv are unable to use strikefighters. They did, however, develop the armed pinnace in the latter half of the Pulurtan War, making them the only race using them in that conflict. Also, with help from the Fendalens, the prototype gunboat was developed. Expensive due to the tech level difference, it was a necessary system since Y'huv convoys were often needed to deliver their cargoes in front-line combat zones. The armed pinnaces and gunboats at least provided some protection from Pulurtan gunboat raids.

The Commune provided a much needed rear-area transport capability when the Kingdom was at war with the Pulurtans. Like they had done for the Dran, the Kingdom was able to provide technical assistance to the Y'huv. Unable to operate fighters, the focus of the assistance was a back-engineered version of the armed pinnace (and subsequent second generation version), followed by the prototype gunboat, second generation AFSC and first generation recon pinnace. The CDC updated with new ship types to handle the new weapons. Late in the war, and with considerable investment, second-generation armed pinnaces and second-generation AFSC were fielded. Though it was possible the CDC decided not to invest in an analogue copy of first-generation gunboats as the cost for each individual unit couldn't be justified next to expected combat losses.
It wasn't until the Kingdom made its final drive in High Kingdom space that the CDC actually faced combat. High Navy raiders found those supply convoys that couldn't cloak to be easier targets despite the escorts. When combined with Dran and other alliance non-cloaking convoys the CDC suffered considerably fewer losses. The last few High Navy convoy raider groups were in fact destroyed to the last ship thanks in part to this co-operation. Y'huv troops saw some action, assisting Royal Navy Marines in garrisoning captured High Kingdom planets.
At the conclusion of the war the Y'huv turned down an offer to become full partners with the Kingdom, but were still committed to trade and military assistance. The Y'huv instead focused their energies in terraforming a pair of worlds in their five-system collective. With the pressure of the war gone technical advances were returned to a more sedate rate. The Commune became a quite galactic backwater where things were done right, but at their own pace.

This class was a result of envy on part of the Y'huv, though they won't openly admit it. The Dran had deployed a new battlecruiser and fleet carrier classes that were more effective in the escort role than CDC cruisers. What couldn't be made up for in sophistication and number the Y'huv made up for in size and strength. Carrying three times the complement of small craft than a Dual Squad but with far more shipboard firepower the Collective class claimed a fair number of gunboat and fighter kills in the closing months of the war.

With the addition of armed pinnaces and prototype gunboats to provide long-range interception the CDC decided to maximize the reach of the Commune class. With expensive reversed-engineered capital anti-fighter missiles the Communes could engage gunboats with an improved chance of success. The change from five Wa to three Rc reduced the operating cost of the class. It was also a practical matter since once any Pulurtan gunboat squadron go within effective fighter missile range of a CDC ship it was all over.
