Description
   
The Elotoshan race, much like its government, placed intelligence well above that of physical appearance. Imagine a central body, 1.2 meters tall, shaped like a trash can, and colored brown-green. Now add four legs and four arms equally spaced around that body. Each arm ends in a hand that has four digits, all mutually opposable. On top add four eyes on 30 centimeter-tall stalks. Then add two side-by-side mouths, defining the front of the body. Finally add alternating patches of fur and scales. One wonders what restraint was involved in keeping the race to just two sexes.
    After centuries of gradual growth the Elotoshani achieved spaceflight. The planetary Governing Council enacted a colonization plan that only allowed those with a certain level of education to immigrate. Since the home system had another habitable planet ready and waiting university attendance rose dramatically. Additionally, the Space Exploration Academy (SEA), working on data collected over the past thirty years, located the home system's two warp points.
    Exploration was slow and deliberate, as befitting a society modeled after a university setting. System surveys often took two to three times as long as other races. The main reason for the intensive cataloging was the survey chiefs themselves. One way to ensure seniority in higher levels of government-sponsored academia was by conducting the most comprehensive survey possible. While this did result in some useful finds (such as a system with three very rich moons) it also meant that the Elotoshani missed an opportunity to expand their holdings and give their star nation more depth. Such  was the case when an SEA flotilla encountered the Asteroid Axis.
    Fresh from wiping out two pre-industrial races the Axis was actually eager to fight a high-tech opponent. The Axis commander on the spot, after lulling the SEA envoy into a false sense of security, launched a surprise attack aimed on capturing as many Elotoshani ships as possible. Equipped with shearing planes, one could almost pity the Axis as the first set of capital tractors were defeated only to have the second set seize control. Primary beams picked out weapons and engines. It was the Axis ships that faced boarding, and the SEA flotilla managed to capture two Axis ships and one intact database.
    Following an unusually quick investigation the Governing Council declared war on the Asteroid Axis and mobilized the Elotoshani Space Navy Academy (the space fleet). Prefabricated base components were rushed to the system of contact and assembled amid a strong fleet presence. Called the Primary System, after the decisive use of tractor-assisted primaries, the ESNA and the AFC (Axis Fleet Command) fought for a full eleven months. However, just like what happened to the Darkstorm Nebula Empire, the Elotoshani hadn't the wherewithal for a sustained war against a very aggressive, single-minded foe.
    One by one, the Elotoshani colonies on the direct route to the homeworld, all four of them, were annihilated from orbit. The most intense battle occurred over the second habitable planet in the home system, in which ESNA shuttles and cutters flew in kamikaze formations to support the orbital forts and the remains of the battle fleet. It was enough to force the AFC to wait a full two months until reinforcements arrived to assist in assaulting the home planet. In this one instance the Axis decided to keep the population intact as they recognize the Elotoshani's scientific acumen as something they could benefit from. Instead, an science outpost was placed on the homeworld and a rather large garrison emplaced to keep the natives in check. The second habitable planet was settled by Axis colonists and a major AFC fleet base was established. All remaining colonies outside the home system has their populations shipped back to the homeworld. It would be a harsh nine years of occupation before the Elotoshani were successfully liberated by the CPS; earning the distinction of being the only Axis-controlled race not totally exterminated.

Racial Note
     To reflect the scientific acumen of the Eloto, add two points to the result of each roll for tech level advancement. This bonus also applies to development of new technical systems as well as crash R&D rolls.

The Elotoshani Space Navy Academy (ESNA)
    Born and directed from the prodigious halls of the Space Exploration Academy, the ESNA  was charged with the defense of the Elotoshani race. Technically competent, the ESNA did suffer from the committee mindset. Ship commanders preferred to have some of their primary beams replaced with force beams and plasma cannons, giving them more flexibility and less vulnerability while the primaries cooled. The Minds that Be (what the fleet rank-and-file called the Armament Committee) decided that the battleships and battlecruisers would keep an all-primary armament. Destroyers and frigates, equipped with plasma guns, spinal lasers, energy and force beams, would provide the needed depth to the fleet.
    When the Axis got wise and started to keep its distance from ESNA battleships and battlecruisers (and equipping their heavy units with an additional shearing plane, just in case) it was up the light units in the ESNA fleet to bring the fight to the enemy.  The newly developed energy beam helped in the close range combat, gutting Axis ships when their shields had been batten down by plasma and force beams.
     Datalink point defense was developed along with several other technical systems in the course of the war. It was only fitted out on ESNA ships when the Axis introducted missile DNs and BCs.

    This ship, along with the Campus class, was the brainchild of the Ship Design Department (SDD).  After researching the use of primary beams and tractors the  SDD made a decision to equipped its heavy units with nothing but primaries. The armament remained the same throughout the war, despite the Axis' change in tactics.

    When the battlecruiser project was completed the ESNA scrapped all of its heavy and light cruisers. Like the Pedagogy class, all Campus class ships had combat information centers. The reason for this was that officers couldn't advance to flag rank without at least serving two tours in a CIC.

    At the same time the Pedagogy class was built a breakthrough in shipboard laser armament was made. The Work Study class was built to use the new spinal laser, more for increasing the number of small combatants than for the actual combat potential of the new weapon. Overall one out of five destroyers was a Work Study.

    The longest serving class in the ESNA. When two competing design committees came up with the energy beam and plasma gun the SDD decided that the Internship class would be equipped with the new weapons. Due to the SDD's inflexibility to equip the battleships and battlecruisers with the new weapons, it was the Internships that became the main close combat ship.

   The Freshman class was built from the start to use the new energy beam and plasma gun technologies. The ship was seen as an inexpensive supplement to the Internship class. Given its smaller size, and lesser capacity to absorb punishment, the class was built in large numbers. When the war with the Axis started Freshmen were built at a rate of two for every Internship built.

      When the larger Student Union class freighters were built the ESNA retired the Bookstore class on a one-on-one basis. Due to this decision the class retained its workable but oversized adaption of the second generation cargo handling system. The half dozen ships left in service when the war started were immediately put to use in the fleet train.
